PC is underperforming with very good hardware. need help fixing this.

Hello,
I have for a while felt like my rig is underperforming considerately considering what hardware it has.
my friends playing with "lower grade" hardware for example have an FPS that is considerly higher and more stable than i have even with GPU RAM and CPU's that are lower than mine.

I have tried what i feel is everything.
Deleted and clean installed all drivers i can think of.
Done a Clean install of windows twice and then reinstalled all drivers fresh again and nothing has helped.

Done so many tweaks following what i would deem reliable instructions found online and nothing.

The latest attempt was to upgrade my graphic card from an GTX 1060 OC windforce 3 GB to RTX 2080 and that gave me a boost of aprox 15 fps in various games...
