Pc not using all utilization for games

I just want more fps but my CPU and my graphics card is just using 60-65 percent. Why is it not using all utilization?
CPU i5 6500
Gps gtx 1060 6gb
16 GB ram
M2 nvme ssd

Im guessing your using a 1080p 60Hz monitor ? If your not what cable are you using from your GPU to Monitor ? HDMI, DP ?

The refresh rate (Hz) of your monitor does not affect the frame rate (FPS) your GPU will be outputting. However, if your FPS is higher than your refresh rate, your display will not be able to display all of the frames your computer is producing, so although the refresh rate doesn’t technically limit the frame rate, it does effectively set a cap.

Ok, and both screen settings (if available, depends on if it has overclocking or variable refresh rates) and Nvidia App on desktop are set to 144Hz ?

DVI Cables are said to be able to handle up to 144Hz, however, not all DVI cables are the same. Do you have an HDMI or DP cable you could test to see if that resolves the issue ?

Have you tested it in a multitude of games or are you referring to one game in particular ? Want to make sure games aren't set to cap FPS

What is your current FPS ? Do you have V-Sync enabled when you play ? This will cap the FPS to your refresh rate.

I have around 85-120. IF i am lucky i can get 144fps in beamng, in cs go around 140-250 fps. In beamng i have v sync and csgo i do not have v sync
