Computer Troubles (Help Please)

So I have a few issues. So recently I started building a pc to take with me to lan events and such. I ordered all the parts for cheap and they were all tested working said. Great right? They do all work, but Im having some problems. The porta pc is posting, but all Im getting from it is a blank screen with a flashing underscore. Also the computer refuses to boot into anything, but VGA or over a VGA cable. I know the harddrive has windows 10 on it because I installed it via another computer to get around this problem, but it still persists. JUST as I was typing this the computer started artifacting and its getting progressively worst, but the problem with that is I tested the GPU in another computer and it ran perfectly fine. Continuing on I have another problem where I continued this pc to a monitor of mine via VGA and now the monitor will not working with any other input besides VGA. It was working fine not long ago with no issues. I really hope someone can help me out here cause Im at my wits end. The components are almost all buys from eBay tested and working.

Since the GPU is tested as working, then I would say the fault is either with the mobo or chip. And since the mobo posts, it's probably not the chip. It would really help to know the components and where you got them from.
