if its a good psu like the corsair sf 450 then yes.
you dont want that thing to explode, if u cant afford a good psu you should look at a cheaper gpu .

Does the included 450W power supply (which an "included" power supply is not great quality), have the proper PCIe plugs for the 2070 ?
My guess is probably not. The founders edition, reviewed on Tom's requires an 8 pin PCIe supplemental power. I bet an "included" 450 maybe has a 6 pin.
