I5 8400 90 % gtx 970 40%

Hello I recently improved my pc, from an i5 4690k with 12gb ddr3 to a i5 8400 with 8gb ddr4, the fps in all the games are worse than before the improvement.
Apart the task manager says that my CPU is at 20% and afterburner says it is at 90%.

could I5 8400 bottleneck gtx 970 ??

Did you do a clean install of windows or just move existing one over from old system?

I did not do a clean installation, just install windows with the ISO and when finished installing it left a folder called windows.old

I’s update to the latest bios on the motherboard then do a clean install and load drivers from the mobo site.

The perfomance is better , but not too much , maybe it's something with the ram , because is a single channel and 8gb only.

Hmm... well, these days that ram configuration certainly isn’t ideal. Probably a good next step.

I fixed it , my cpu was running in 800 mhz for some reason , I used Throttle stop to disable BD PROCHOT , I know what it does , but my cpu doesn't get too hot. (MAX 60°) , When i disabled it , my cpu started running 3800 mhz.
