CPU dying or 2nd bad motherboard?

So I bought a new setup and I gave my friend a good deal on my old Asus Strix X99 and 6800k
I RMA'd the asus board about a month ago before i gave him the setup.
The issues were,
Bad FPS and black screens on the top PCIE slot
wont hold overclock
random blue screens
and a bunch of other wonkyness

I got the Brand new* board back from asus and we built his pc. during loading windows with his brand new RTX 2080, the screen would go black. Pc is still running, but the display would drop. We moved the card to the next slot and were able to get windows to load, but in games it has terrible FPS with all the new drivers and everything you need to install for a new setup, and bios v.1801

is it possible the 6800K is the culprit? we have tried different ram and power supplies and now we are on the second motherboard, should I just RMA the chip? its only been oc'd to 4.2 ghz though out its life. the chip is still under warrenty and so is the board, but to save him time would I RMA the board again or just the chip?

Id hate to rip apart his whole setup for nothing.
 
i had similiar black screens, that proved to be the current Nvidia driver - there's a thread over on the Geforce forums, with the mods there indicating the current Nvidia drivers are buggy, and they identify the last known stable driver - start at about the 3rd post in the thread

if you decide to try the driver they identified as known stable, be sure to follow their instructions on un-installing the existing driver

hmm reading comprehension problem for me. Starting over.
Have you tried a different Slot ? as for the cpu how about downclocking the CPU and voltage does it run stable then ?
Sometimes a long term OC Will require more voltage to remain stable or have to revert to stock speeds to run stable.
Best thing would be to try another CPU if possible.

Wonky things are happening in the 4xx drivers that still may or may not still be happening with the latest 4xx drivers.

Might be cpu since thats the only component left unchanged though seeing Nvidia have been messing up lately thought to give you the idea to look more closely at Nvidia drivers.

Do you use DDU first to remove drivers?

I have 3 pcs and have all nvidia cards and i have only had this issue on this strix x99 setup
 


are all three the exact same setup or builds?

all of them use asus motherboards and are all on the x series x79 x99v3 and x299

the x299 has the 2080ti
the x99 has a 2080 (my friends now)
and the x79 has a 1060 6gb
