CPU Temperature error.

I have a Corsair spec alpha case and a Corsair h100iv2 cooler. I used to have the radiator mounted on the top of the case but this didn’t allow the case to close so after a year with a open case I decided to clean my case and change the position of the radiator. I placed the radiator on the front of the case and that was about it. After plugging everything in I booted my pc and it blue screened. After that I got a cpu fan error. I died this by letting my mobo ignore the fan speeds. When I booted up my pc again all my fans spun like crazy. All at top speed. My BIOS said my cpu Temp was 89c and rising. I literally have no idea what to do. I know the cooler is functional and I plugged the water block to the cpu_fan and cpu_opt and the aio slot aswell and all gave me the same cpu temp error. Please help me.

Specs are
i7 7700k 4.7ghz
Corsair H100iv2
16gb Vorsair LpX ram 3200
Asus Tuf Mark 2 mobo
 
Solution
Fans are spinning and the water block is not loose (I assume). Sounds like the coolant is not flowing. Could be a dead pump or I guess a kinked line (though those lines are pretty stiff ... you would have to bend the heck out of 'em).
