Well they left out the most important detail, what power supply it has.

RX560 sips power at 60-80W, and an FX-6300 is 95W worst case. So that thing probably has something low end like a 300W. Not really enough for the 200W 1070Ti.

If you are looking at buying this now, don't. The FX-6300 is an old processor and isn't worth anything compared to something more recent from AMD or Intel. Also not really fast enough to accommodate a 1070Ti. It will work, but the CPU will limit what the GPU can output.

If you already have this computer, you should look at a GTX1060 6GB. As long as you have 1 PCIe 6-pin connector for power, that should be fine. Otherwise, a new power supply would be needed.
