CPU usage 100% while playing games

I have an AMD A10 7700k radeon 10 compute core cpu with a gtx 960 gpu. When playing games like rainbow six siege or monster hunter world my GPU usage is around 20-30% while cpu all cores running at 100% Is this normal for these games? Do I just need to upgrade my cpu? I've updated all drivers.

Those framerate numbers don't sound too abnormal from my experience with the x4 760k. By way of comparison Dragon Age: Inquisition at 1080p and low using a GTX 750 ti tends to be closer to 30fps than 40fps (very occasionally depending where it will get to the 50fps mark).

Most would reject the FX-9590 as an upgrade option. Few motherboards can really support it, and there seems to be a lot of problems trying to keep it cool. Additionally it's on a dead platform with no upgrade path. If having to go down the dead platform route the Intel CPUs would be a better choice. Depending on your budget you could ask the resident builders here to come up with something to suit your needs.
all of the pre-Ryzen AMD CPUs will limit framerates somewhat from those that could be obtained with more modern CPUs such as any recent i5, or even older i7 models...

(THe GTX960, however, would likely be saturated at 1080P with any CPU of an i5-8400/R5-1600 or above)

Your CPU hitting 100%, with the 960 only doing 20-30% doesn't sound right.

Sure, the A10 isn't great - but paired with a 960 should be more of a balanced pairing than you're seeing.

What settings are you using? If you're running 1080p or less, and running low presets, you're putting much more of the demand on the CPU.
Try cranking up the in-game settings (medium, maybe?). CPU is still going to be a limiting factor in a lot of instances, but shouldn't be as bad as you describe.

I've tried raising the settings in game but it only makes my frames drop lower. I use to play rainbow six with high graphics using all 4gb video memory now I cant even play on low. Its frustrating. I even changed nvidia panel settings to high performance.. I have to run the games in windowed mode to see the usage stats so maybe that's affecting it a little but there's not much difference in fullscreen

Gpu usage % while running kombuster was 97-100 while CPU usage was all over the place but 30% for an average. And yeah I'm sure I'm running 1920x1080 but for my games I run it lower
 
Have you tried running a couple of non game benchmarks, like 3dmark? Sometimes it's helpful to do so, because you'll get a score which you can compare to others on their website just to make sure your components are working normally. A score that seems way off is a sign you have a configuration issue.

I'd also check your background processes in Windows, to make sure you don't have something sucking up resources.

Afterburner and the game I'm currently on, plus steam is taking up cpu. Monster hunter world says 80-90 under cpu in task manager

I've tried everything in the book, I give up, right now I'm reinstalling my gpu drivers but I was looking at amd CPUs and the fx-9590 cpu looks decent and it's in my price range so do you think this would go well with my gtx 960 (maybe even with an upgraded one down the road)? Would be good to know cause I would need a new mobo or should I save up for the ryzen 7?

 
GTX960 should be good for 1080P at at least medium quality settings, but I'd set res at 1080P across the board, including within WIndows and in the game, and retest framerates..

Again, the A10 will be quite handicapped compared to most other CPUs, probably offering sub i3-2100 performance based on past older AMD CPU framerates...
