Bottleneck with CPU & GPU

I've read how bottlenecking works and I think I get it. So I just tested this (through Task Manager -> Performance tab) playing AC: Odyssey where I get 45-60 fps. Both my CPU & GPU readings where above 90% utilization at all times (except in menus). So I don't know what to get from this. Are they bottlenecking each other? Is this game simply to much for my specs?

CPU: i7 -3820 3.6GHz
GPU: GTX 1060 OC
RAM: 16GB 2133 DDR3

That game is very hard on both the CPU and the GPU. I wouldn't worry about it though as long as it's playable. If you're getting 45 to 60 fps that's pretty good. That's probably around your monitor's refresh rate. So any higher FPS and you wouldn't notice a difference anyway. And it's not dropping so low that it's unplayable. Here's what you wanna do to see if your CPU is being a bottleneck. There are actually 2 things. Look up on youtube AC: Odyssey GTX 1060. See what FPS other people are getting with a GTX 1060 but a different CPU than yours. Also you can drop down to low graphics settings and see if the FPS improves.

I always game in 1920x1080. Mostly multiplayers but the number of players vary a lot. I only tested this with AC: Odyssey which is a game highly demanding in both CPU/GPU.

The thing is that I want to upgrade my system, so I must know what needs a change the most. But with these readings I'm not able to get a conclussion. Will try a few other games to see if it changes.

Your CPU is still first tier, so it is a safe bet to say that the gfx card would be the only thing to upgrade. The GTX 1070/Vega 56 is next up in performance and about the most I suspect the i7-3820 will not bottleneck too bad if at all. And of course, that will depend on whether the game is CPU or GPU limited. As theonerm2 says, gaming at 1080p/60Hz is going to limit you to 60 fps anyway.

You really have a pretty balanced system right now. 45-60 fps is good on a 60Hz display.
