Hello experts, I just recently assembled my new pc about two weeks ago.

i7-8720x
Asus rog strix x-299e
32gb ram
GTX Geforce 1080ti

Everything seemed perfect with the computer which seemed odd to not run into any problems. Two nights ago I downloaded a game called Black Desert Online, and the patcher itself sometimes doesnt load properly as if it cant properly connect to the server. The game will disconnect after about 3 minutes no matter what I do in the game. After experiencing this problem with this game, I also noticed a few other things that arent working properly. Another game app(Blizzard App) has a news feed where it gives updates about the latest news, this feature doesnt work 100% of the time, but it does occasionally work. Same story with my steam app's store and friends list doesnt seem to be able to connect 100% of the time either. Not sure what to do, when I get back home today the first thing I am going to try is updating my LAN drivers, but i'm pretty sure they are up to date. Any suggestions?
 
Yes, I was going to suggest making sure your LAN driver is up to date. You can also test your net quality for download and upload speed, ping, jitter, and packet loss. Ping and packet loss tests are very important for video games, so make sure to run tests that measure those. Freeola and Sourceforge are two sites that have packet loss tests, though Sourceforge I've found can be inaccurate on download and upload speed.

Steam has many guides on how to lower ping for various games on their community forums for those games.

Some causes of packet loss can be...

1. Faulty modem, router
2. Using WiFi vs Ethernet cable
3. Faulty Ethernet cable if using wired vs WiFi.
4. LAN, Modem firmware not up to date (usually only applies to DSL).
5. Data caps and/or playing during peak usage hours on shared bandwidth (family accounts, etc).

What modem and router do you use, and are you on cable or DSL, and is it WiFi or wired?

Packet loss isnt the problem, I use the same ethernet cord on the same wifi and connect to a different pc. Only for the games and apps to work flawlessly. With the new computer, I only have a few games and a couple software programs on it I decided to go ahead and reinstall windows. So far the black desert online game is the only thing I am currently downloading and the patcher seems to be working fine. But I will update when the game fully installs. It still has 40% and 5 hours to go as my download speed is not good.

Only running the windows static firewall and antivirus and prior to reinstalling windows.. I deactivated them both just for a few minutes to test the game to no avail. After the reinstallation of windows however, I redownloaded the game and everything so far seems to be running beautifully. My guess is maybe some damaged windows files.
 

Yeah I was next going to suggest to run DISM.exe followed by sfc /scannow to check for and repair any corrupt system files. Sometimes that can avoid having to reinstall Windows.

I actually ran the sfc /scannow command and it came back as everything was perfectly fine. I have this topic on another forum as well and here is what someone said over on the bdo forum...

After the win10 reinstall, I installed bdo.. and the game is running better then I've ever seen before. My guess is some damaged windows files.

It is indeed entirely the fault of Wellbia, the developer of Xigncode. Not PA, and not Kakao. Wellbia's Xigncode software has been unstable for months now, and they aren't doing some very basic things a good developer does (as noted below).

The likely reason why it works after the reinstall, is because Xigncode has been essentially neutered by your reinstallation of Windows 10. There are a lot of technical weeds to that explanation that I won't go into it here, but it's actually a security feature in Windows called driver signature enforcement that is saving your sanity right now. 

Evidence: If you look in your Windows event logs (under system and audit), you'll likely see entries like the following:

The xhunter1 service failed to start due to the following error: Windows cannot verify the digital signature for this file. A recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be malicious software from an unknown source.

That xhunter1 file is the aforementioned Xigncode driver. Long story short, their Xigncode driver is not properly digitally signed and therefore, your new install of Windows is operating under more recent driver signature rules that are stopping it from loading, and by extension it's also keeping Xigncode from crashing your game now.

Thank a Microsoft developer today, if you know one.
