High-End PC Suffering Serious Performance Issues

Hello all, I have a high-end PC setup which recently has begun to suffer performance issues, I'm starting to find that games are stuttering and lagging and I can no longer use high or ultra settings without FPS issues.

I checked my system performance with UserBenchMark and here is the link/result of that test:

CPU: Intel Core i7-6700K - 50.2%
GPU: Nvidia GTX 1080-Ti - 154.4%
SSD: HFS250G32TND-3112A 250GB - 89.8%
HDD: WD Green 2TB (2012) - 74.2%
RAM: Corsair Vengeance LPX DDR4 3200 C16 2x8GB - 73.9%
MBD: Gigabyte GA-Z170X-Gaming 7

Something is seriously wrong here with the CPU and the Desktop and I'm at a loss for what it could be?

What cooler do you have for your CPU? I would try cleaning it and re applying new thermal paste.

When you scroll down and look at your CPU's performance it says Base clock 4 GHz, turbo 2.25 GHz (avg) which to me seems like its overheating and thermal throttling to keep cool.

It also looks like you bought 3200Mhz ram but its only running at 2133Mhz

Right, ill take a look at the cpu paste and how can i sort the ram issue?

If you install/run Intels Extreme Tuning Utility, and run the CPU stress test included, it should generate clock speeds up to your stock 4.2 GHz turbo, and temps about 68-72C or so, with a good cooler... (Bar graphs of clock speeds/ temps are included within the utility, and it generates a nice CPU load fully equaling what would be obtained with Prime95/small FFTs on the commonly used P95 V26.6 version...) If you see temps hit 100C and clock speeds lowering, your cooling solution is resulting in throttling, but , that would be unusual for a gaming load except with an inadequate cooler designed for cpu of lesser TDP, or one not quite locked down, malfunction pump for AIO, etc.).
