Unstable Internet Connections both Wired and Wifi.

Greetings, I have been having internet troubles for a while now mainly it being unstable.

Unstable meaning:

Browsing issues: Sometimes I need to refresh a page in order to load it, Facebook and Instagram takes really long to load if not at all. Streaming sites such as netflix or youtube works fine though but twitch.tv gives me "twitch errors" while watching streams and if I AM able to stream something it automatically goes to the lowest possible quality.

Gaming Ping issues: I only play a few games mainly dota 2 which my internet can handle oddly enough i don't get any desync, lag, delays or whatsoever it runs as smooth as before, other games though does not. Before i can run these games with no lag or de-sync whatsoever before the issues started.

What I tried:
I tried power cycling everything, did wired, reinstalled drivers, restore factory settings, connected to different machines (all machines basically have the same issue), called my ISP, they sent technicians 4 different times and non of them fixed the problem. One even replaced the router itself.

My router is in the basement but I bought adapters and wifi extenders to help. Furthermore, all of my devices' speedtests are fine and are the expected speeds on devices with wifi and wired.

I did tracerts on hop1 and hop2 the main thing I notice are random spikes ranging between 100+ to 200+ms in about every 60th sequence of ping checks on average. Im not too sure what could cause these spikes, since this are my only lead so far.

Additionally: I have wifis with 2.4ghz and 5ghz the 5ghz is relatively faster than the 2.4ghz which is to be expected i think.

So yeah I don't know what else to do at this point.
My router is an Actiontec T3200M which is what my ISP provided which is Telus in Canada.

So there are currently 6 devices connected at a time but this hasnt been a problem before, I also tried to connect only one device and yeah still the same result.

If anybody here could point me into a fix it would very much be appreciated.

Yeah im lost at this point ill most likely try and get a new router model or something. i cant really isolate the problem since all my machines have all expected speedtests.
