Hello everyone.
I'll start off with my system specs:

omen by hp laptop 15-ce0xx
intel(r) core(tm) i7-7700hq cpu @ 2.80ghz 2.81ghz
8gb of RAM
windows 10

So here's my problem:
Ever since I bought this laptop , it has been working perfectly fine except for some weird keyboard issues which i'll summarize in the following: double tapping any key (fast enough if i would say) while another key is held down will only register once. I've made sure that both filter keys and sticky keys are turned off.I've been stuck with this problem for a long time now and sadly wasn't able to find a solution.
Any help is much appreciated.
Thanks in advance.

Solution
Try the Filter Keys options (set to On) and test the the repeat rates.

Just experiment and try only one thing at a time

Try the external keyboard first because it is known to be working. See what impacts (if any) that your changes have with respect to game play.

Then repeat with the laptop keyboard. Just be sure to note the original settings so you can "undo" or go back if and as necessary.

Not sure what else to suggest at this time. Hopefully someone else may offer another suggestion or two. Fine with me.

it mainly happens when i play the game called "haxball"
if I hold down any of the arrow keys to move and double tap the x key it only registers as 1 click instead of 2.
Using an external keyboard seems to work just fine.

Windows 10.

Try:

WIN + I > Ease of Access > Keyboard

Check the options and current configuration. Would not expect something that permits the external keyboard to work while the laptop's keyboard does not work.

However, need to look at and explore the possibilities.

The direction I am going is that if there is not some software/driver or configuration issue, then the key(s) may be the problem.

Especially if you have been playing a lot and those keys are "wearing" in some manner.

I'll add pics of the keyboard section in the ease of access , so it can be more clear.

I haven't been particularly playing a lot on this keyboard if i may say , mainly because of this issue.
One more note though , there are no 'specific' keys that make the double tapping ineffective when held down, double tapping instantly becomes ineffective once any key is held down.
