new SSD causing stuttering in games?

I recently bought a second 480 gb SSD to add to my first 240 gb SSD since I was running out of room and wanted to have more games on my computer at once.

Before this, I never had this stuttering problem in any games. In fact, the last game I played before I bought the second SSD was the Witcher 3 and was able to run it at 60 fps with no noticeable issues. This is true for all the games I played before this new SSD, but I bring it up because I don't believe it's a performance issue and the Witcher 3 a modern game I was able to run well.

I got the new SSD, and the first game I installed was DOOM (2016). I am very sensitive to stutter and frame dips so I noticed the issue right away. I turned on the fps counter saw it dipping. On doom I was getting 140-180 fps (using a 144hz monitor) and then every 5 seconds or so there would be a 0.5 sec dip to 30-50 fps, causing noticeable and annoying stutter that makes the game very unappealing and almost not worth playing to me. I downloaded the Middle Earth Shadow of Way game to see if it was just doom. Once again, the game runs very smoothly with these constant dips every couple of seconds that ruins the visual quality of the game.

Today, I downloaded the metro 2033 game (a game I can more than run I think) on the second SSD and notice the stuttering that I expected right away. Being suspicious, I re downloaded it on my original SSD with windows on it (since it is a smaller game) to test the performance, and I'm slightly sure it fixed the issue

Also, since the games I tested were a bit intensive, I checked my temperatues, GPU was completely fine, CPU went highest on doom (around 50-55), but stayed at fine temperatures on the other games but the stuttering/frame dips were still there.

I really would like to solve this problem, and the main thing I can associate it with is the new SSD, because I never noticed this before.

Here are some of my specs:
Intel Core i5-6500
Radeon RX 480
8 GB RAM
two SanDisk 2.5'' SSDs, one 240 GB (original) and one 480 GB (new one)

 
Solution
When you use a secondary disk to install apps and games, during setup, files are install on both disks.
So both disk might be accessed when the games is trying to read content, which could create the stutter.

You should clone the 240GB SSD into the 480GB SSD and use it as your main disk. You could also use the older disk to keep your user files so more space is available on the main disk..

worked. switched the 480 to main ssd and put games on there. stuttering gone. thanks

I have same problem as a TS. I have 2 SSDs - 1st 480 gb for windows and 2nd is 1 Tb for storage and games. And i also have these stutters with low cpu\gpu load and high fps.

Please explain what do you mean that during setup game file are installed on both disks.

Even though your issue looks similar it could be something else.
When you install apps, programs, games on a disk other that the Windows OS boot disk, Windows install files on both disk.
On the main OS disk, Windows saves configuration files, settings and registry entries.
So when you load an app, program or game Windows access both disks.
