how high is too high temps for a gtx 1070?

i have a gtx 1070 that is overclocked with msi afterburner to: +220 mhz core clock and +400mhz memory clock.
my power limit is at 108 and temp limit at 89.
im getting temps upto 89C after a while with a stress test.
usually my temps on games like gta V are around 69C.

can you tell me if that is too high?

I5-8600k 5GHZ
16 GB DDR4 2400MHZ RAM
600 watt
2tb seagate hdd
120gb kingston ssd

I am not familiar with that stress test, but I would be careful running your GPU at 89C for extended periods of time. At a 95% fan curve your GPU should not be that hot. Either the stress test is silly or something is broken. I suggest using Unigine Heaven as your stress test. That will simulate an actual gaming workload. If you are getting the same high temp on Unigine, then bring your card back to stock settings and see what the temps do.

im using msi kombustor for my stress test and i have my fan speeds set to 95%
