GPU & 4k monitor

I'm trying to buy my husband a new graphics card and 4k monitor. I've done some research which has only made me more confused about what is best. I want to spend around $1000 total. He plays games like Borderlands 2, Diablo III and others similar to those. I would love any advice.

Is there any way you can get us the specifications for the rest of his setup? It's hard to choose a monitor and gpu without knowing the cpu, ram, psu, and motherboard.

I found what CPU and motherboard he has.
CPU- AMD FX 8320E eight core
Motherboard- ASRock 990FX killer

That CPU is getting outdated itself. I would recommend upgrading the whole system with $1000 and keeping his current monitor.
