USB devices not recognized for 10 seconds on every boot

I have an ASRock AB350M-HDV motherboard. On the uefi loading screen my mouse and keyboard flash for like 2 seconds and they power off. When the Windows 10 login screen appears my keyboard, mouse and wifi adapter are all off. After 10-15 seconds of waiting everything turns back on and I am able to enter my password. It used to happen rarely, now it's the case on every boot. If I uninstall the USB driver for these devices they work fine for the next boot. Is it a driver issue or a bios setting?

Just switched to wired internet for a completely different reason and all of a sudden everything is fine now. It was my usb wifi adapter. I tried to plug it in all the usb ports but I didn't think of booting with it disconnected.
