16GB RAM installed but only 8GB available

Hey guys I really need help, I tried installing new RAM modules into my motherboard and for some reason windows isn't recognising it.

It says memory size is 8GB but when I go into the memory panel in my BIOS it shows the 4 RAM modules all there and even says that my R3 cache size is 16GB. I really don't understand why it isn't recognising the 16GB please someone help

Sorry, I have a ryzen 5 2600 with a b450 tomahawk motherboard.
EVGA 1060 6GB GPU
RAM is:

Patriot Viper Elite series DDR4
(2x4GB)

I have two sets of these running in dual channel mode, I've changed their order multiple times and I've made sure they are in the right channels. I feel like it's something to do with windows but I'm not sure.

My BIOS seems to realise that there are 4 RAM sticks there but it still says that the system memory is 8GB. When I first installed them it took me to the bios right away but I didn't know what to do and closed it to start windows. Is there something you need to configure in the bios to allow the extra ram to be available?

When I go into bios it says memory is 8GB, but it does recognise that there are 4 sticks inserted as I can see the 4 of them. That's all I have so far, sorry for the lack of information before. If there is anything else you need to know I can post it!
