How do I clean a second hand mouse?

There's not any gunk on it or anything. I'm just conscious of bacteria but I don't want to ruin it by getting water marks on it or whatever

Yep, light cleaning should be done with isopropyl (isopropanol) "rubbing" alcohol. A small lint free cloth or micro fiber will do fine.

For more serious cases of funk, a scrub with moist baking soda has worked in the past for me. Toothbrush or light cloth to rub with. Particularly in restoring components with rubberized coatings. That will take it off, and you are back to plastic, which is usually primed in the same color, so no loss there.

I've not found a good way to restore actual rubber components. They tend to turn to mush over time. Rubbing with silicone based protectants can bring back their shine, but not much you can do about oxidation.
