I have a geforce gtx 1050 ti and i think its not running on 100%. i mainly play lol on my gaming pc, but the problem is no matter the graphic settings, it runs on the same fps. it could be the highest or the lowest and the fps will change only by 10-15. a friend told me it could be because some graphic cards dont run 100% if not needed. i hope someone can help me fix this. Thank

Also note regards the CPU: "High background CPU (24%). High background CPU reduces benchmark accuracy. Find active processes with Windows task manager (CTRL+SHIFT+ESC)."
Whereas your GPU is getting average scores.
I would try CCleaner, and take a look at the startup processes, and disable the unnecessary ones (Google each to find out what they do, and decide if you need them). Don't go disabling anything without reading about them. You don't want to disable the graphics driver (e.g. anything with 'nv' in the title).
