Rx580 vs Gtx 1060

Both are basically equal, the RX 580 does have an edge in DX12 titles and some DX11 titles, then the 1060 6GB wins in most DX11 titles.
But the difference between the two in DX12 and DX11 is very small. Go with whatever seems best to you.

Launch date is apparently November 15th so very soon and I would expect AMD to keep pricing competitive so I would think it would go for under $300 USD.

I tend to go with Nvidia because I prefer power efficiency and quieter operation, but AMD cards have their advantages.
They are equal, get whichever is the best model for the best price. Also get whichever will work with current or future display you plan to get, freesync or gsync.
If possible try to hold off. Neither option is great right now. These cards are already basically over 2 years old and new models should have been out by now. Right now they both sell good models for tight at 200$-210$ which is a little better since at launch they were around 250ish.
I go with AMD because I don't like Nvidia as a company, they almost remind me of Intel or apple, but not as bad.

Wait for the new GTX 1060 with GDDR5X to release and you may be able to pick up the GDDR5 model in a sale as I believe their prices will drop once the new 1060 and RX590 come out.
If you are after a quieter and less power hungry card , the 1060 is the better option.
