Putting I3 7100 cpu in H110M-K motherboard

Hi guys.
My problem from the beginning:
I bought a used pc, already built by the seller. The mobo is Asus H110M-K that supports intel 6 th gene processors. But the seller changed the processor to I3 7100 3.9 Ghz which is supported too but requires the bios to be updated. So now I have install a Skylake processor to update the mobo bios.
But what made me concerned is that nothing happens when i try to power on the PC. nothing at all, no fans spinning, no lights nothing.
So I am asking, is it normal that nothing happened and I just got to replace the cpu? Or is there something else?
I tested the PSU and it works just fine.
 
Verify if the motherboard and CPU power cables are connected properly.

Also check if the case power button is connected to the mobo.

The case power button connector should be named PWR_SW. That should be plugged into those 2 pins in the picture named PWR and Ground(orientation of the connector doesn't matter).

You can also turn on the PC by touching those 2 pins(PWR and Ground) at the same time with a screw driver.
