No video output from GPU but it works with my motherboard video output

I have had many problems with my computer over the last week.
I installed a new motherboard and I7 Processor and replaced my 8gb of ram with a 16gb.
But my display would randomly shut off and I have read that it is most likely because my graphics card isn't getting enough power. My power supply is a TX650vv so I believe that the power supply is not the problem. I have tried different rooms in my house and it works perfectly fine there. So I try to set my BIOS settings to the optimized default and see if my computer works in my room. Now I cannot get video output from my graphics card and sometimes when I turn it on when it is plugged into the motherboard, it works then. Got an idea?

Solution
yes, you need to reinstall windows fresh, changing the CPU and MB will not work when you just plug in the old storage drives and just boot up. create a usb win 10 media tool installer, format and install on your drive of choice. what you are doing without a clean windows install is likely the cause of the issues you are having.
