Yes, a decent 400 watt PSU will be enough. The 1060 is a very efficient card. But not all PSUs are created equal. Some PSUs claim a certain wattage, but that is the combined wattage for all the rails. The 12 volt rail is what matters for modern machines.

But in the end, with a 65 watt CPU, you should not have a problem.
