Question PC crash and restart after gpu reaches 68 celcius and above

I build my pc with used Graphic Card. Any games i played, if the graphic card reach 68 celcius and above, the pc will crash and restart. Is the GPU overheating or BIOS setting to restart ?

GTX 1070 Palit Super Jetstream(bought on 26 Apr 2017)
B360 Aorus Gaming 3(new)
I5-8400(new)
CM Master MWE Bronze 650Watt(new)

alright i will try this tonight because currently in the office. anyway, should i send this gpu to pc centre to replace the thermal paste since i bring this gpu with me?

how fast does it get hot? what are the idle temps and fan speed? if it seems normal then it should be fine. also that fan speed is really low it should AT LEAST be 60% by 71 C

I'll take note on the speed of the fan. currently i send my gpu back to its manufacturer for RMA. I'll get back to this thread as fast as i can once get the gpu back.
