Assuming for your friend, a 7700? Or 7700K ?

If the 7700, same rules apply. An AIO is a vanity project at that point, and a similar 80EUR AIO will be more than sufficient.
If a 7700K, overclocking or not? If not, see above ^^^. If Ocing, personally, I'd opt for the Kraken X52.... but you wouldn't really go wrong with either.

Either would do a really good job on an i7-870

That being said, $100+ CPU coolers on a 9 year old CPU seems a bit of a waste to me.
A solid <$50 air cooler, or a 120mm AIO would be mroe than capable...... Even those seem like a little too much money for such a dated platform.

Hey.i can wait a week to get the deepcool 240 ex rgb or get something else.what shall i do.(some of the options are the Enermax LiqFusion 240 RGB or nzxt https://www.custompc.com.cy/components/cpu-coolers/enermax-liqfusion-240-rgb-complete-water-cooling-240-mm/) .......

For what you want to cool...... Neither of them.

For the money quoted (140-170 EUR), neither make a whole lot of sense.

If I were you, and were dead set of a 240mm AIO, I'd just pick up this 84EUR Antec unit and be done with it:

Nope sorry i didnt explain correctly i ended up picking a cheap cooler for 80 euros like the one you linked and now my friend wants one and he wants one of those.he has an i7 7700
