16 GB RAM with used gpu or 32 GB of ram

The title pretty self explanatory but more details:
TridentZ rgb 2x8 GB kit, I'd buy 2 of it or only one with an used rx 580. I can get an used rx 580 for Nearly 200$. 32 GB RAM is only being in my mind cuz of aesthetics. I have an NZXT Kraken 52, and have a pink neon thing in my case too. I currently have a r9 380 4gb Thanks for answers

How old is your PSU? I'd also need to know what you do with your system...? If you're only gaming then you're fine with 16GB's of ram. If you're busy with other apps, like PS or Ai, then I'd ask you to look into the higher ram kit. To add, we'll also need to know the specs of the rams you're looking at. It's pointless getting DDR4-3200MHz rams for a B150 chipsetted motherboard.

Ram: Currently 8 GB Kingston 2133 MHz Cl 20 or 19 what I want to buy is TridentZ 3200 MHz Cl 16 (or if it's noticeable then cl 15) 16/32GB
Ssd: Samsung 860 1TB
Hdd: 2 tb Toshiba 7200rpm
Gpu: Sapphire r9 380 OC 4GB
Psu: Kolink Core 850W (KL-C850) (half a year old or so)
Case: Chieftec GAMING SCORPION GL-01B-OP
Os: windows 10 professional 64 bit

Mainly gaming, but will do 3D modelling, streaming in the future. I currently have a 1080p monitor. As for usage, my personality likes to do multiple things at once which resulted in gathering ~400 open tabs in Mozilla, which I had to close yesterday, because it couldn't load in and froze my system
