AMD Radeon R7 M265 GPU never goes above 50% usage

Hi,
To start with I have had a lot of problems with this GPU. Firstly, updating the driver would fail in normal mode causing my PC to freeze and having to do a system restore. Solved that using the method described at Here. I have a lenovo G510 and not Acer laptop. As of now ULPS is disabled. Recently some virus got in my laptop and I resetted the laptop while keeping my files. So the Latest driver is present but AMD settings got uninstalled. I didn't bother to install it because it doesnt do anything special and installing it takes a lot of time. Coming to the point, Whenever I run any game such as GTA 5, Black Squad (A steam game), PUBG Mobile (via Tencent Emulator) or Bluestacks, they dont use more than 50 % of my GPU capacity. In GTA 5, I run the game at low settings and v-sync@60fps but it will utilise about 45% GPU and give me 55-58fps constantly. Same with other games as well. Also in GTA 5 settings, GPU Usage is green i.e. Only 992MB out of 2048MB is used but still it will lag. Also I have noticed while running some of the above games and Microsoft Flight Simulator, The screen gets hazy when I move around. I dont know its a GPU problem or Monitor problem. I would really like some pro to give his/her views. I would like atleast 85-90% GPU Usage. Another thing, since this is a laptop there is switchable graphics. Earlier my games would not even use the AMD card, they would use the intel Low performance card. I had to edit power settings and set it to maximum performance at all times so games could now use AMD Card forcibly. Pls reply ASAP.
Thanks for reading this lengthy essay.
Regards,
Valeron

My Laptop Specs:
Windows 10 Build 17134.376
6GB DDR3 RAM
Intel Core i7-4700MQ
Intel HD Graphics -4600
AMD Radeon R7 M265 (Its a renderer I think)

In order for you to get to that fabled number, you need to have your GPU communicate with the rest of your hardware/apps. This is why we have drivers for particular devices. I'd also ask you to see if you have any BIOS updates pending for your laptop. You also forgot to mention the make and model of your laptop as well as it's SKU.

Did the laptop come with two unbalanced sticks of ram?

I checked Lenovo website. No pending BIOS updates.

I Have a Lenovo G510 (mentioned it at the start)
Serial Number - CB28982156
Name/Model - 20238

Yes the laptop came with a 4GB stick and 2GB stick. (DDR3 and Samsung made)

PS: I just discovered a thing. I ran GPU stress test and its usage went to 99% and for the first time I heard the fan noise in the laptop. Also I downloaded a Benchmark app in Bluestacks Android Emulator, that app also used 80-90% of the GPU. So this usage is a issue only with games and apps like photoshop, premiere pro.
