[SOLVED] Gpu usage flickering 0-100 cause FPS lagg

I Just bought a new Radeon rx580
But my FPS is dropping in all games and my gpu usage is going crazy from 100-0 anyone knows why?
Specs:
Cpu: i3-6100
Gpu: Radeon rx580
Ram: 8gb
Motherboard: gigabyte h110m-s2h

Yes it should be since it has 50 amps available on the 12v rail which is what the GPU uses for power.
Your GPU uses about 250w when stressed which is roughly 21 amps

The Corsair VS Series VS650
Togheter with my gpu is IT enough?
