currently got a sff optiplex 990 with a 1050 ti, and am going to upgrade. Is this a good system, and is everything compatible?

It is a good PC, but it can be better.

1.) I recommend either the RX 570 or 580 4GB over the GTX 1060 3GB. 3GB simply isn't enough for optimal performance. 1060 6GB would be best.
2.) Get 2x4GB instead of 1x8GB. Gaming likes dual-channel for the higher memory bandwidth. You will gain/lose ~10% performance if you use dual-channel vs single-channel.
3.) Get a different, better quality power supply.
4.) Add an SSD for the OS.

Not all that much difference with a 1050ti, 570 or even a 1060-6Gb. On 1080p/60Hz the difference being maybe 10fps unless you bump the settings up a notch in a few games.

You already have a 1050ti, keep that until you can actually justify the expense of a i5+1070/2060 which would be an honest decent upgrade in ability over a card that's barely any better than 1 step up.

The i3-8100 is realistically no different to an i7-7500 in performance or ability, so any gpu in the 1050-580 range is going to be roughly the same, great for low thread games like skyrim or fallout, suffer in high thread games like gta5, BF1 etc. A slight bump in gpu power will be minimized by cpu fps caps/usage and maximums in low thread games will be well above monitor refresh.

That's not really true at all. The GTX 1060 6GB is somewhere around 30-40% faster in games, which as you can see in the videos below come out to 30fps+ faster in some games. Sure if you "bump the settings up" to completely max out AA to the point you are only getting 20fps with the 1050 Ti, I suppose you would only get around 10fps more with the 1060.. except that's not the ideal comparison and that wouldn't happen very often if at all. Plus, 30fps is a heck of a lot better than 20fps.

What I'm planning to do is sell my current PC, giving me enough money for this one. Also, some of the main resons I'm getting an upgrade is for 144hz and VR (current pc doesn't have any usb 3.0). Thanks for the list.

It actually is true, regardless of what benchmarks say. Take everything into account, not just gpu. Gtx970 I get solid 300fps in cs:go ultra. A gtx1050ti will pull 275ish. A gtx1060 6Gb will pull over 300. On a 60 or even a 144Hz monitor, that's useless. Max fps is almost meaningless there, being well beyond monitor refresh. Now take something like BF1, where the cpu is going to be an issue. That's going to cap fps low, regardless of whether it's a 1050ti or 1060, the only difference between those 2 cards will be detail levels, the cpu being the limiting factor. The only way your benchmark is somewhat relevant is when the cpu is strong enough to allow the gpu to be the limiting factor. End result being the 2 cards will be close enough in details/performance that for 144Hz, Op will by necessity need a stronger cpu and stronger gpu, such as an i5/i7 with a gtx1070 at least, or 144Hz will only be attainable in a handful of games.

You are giving examples of CPU limitations and trying to compare the performance of the GPUs based on that. That's not a good way to compare GPU performance.

The GTX 1060 and RX 580 8GB are both 1080p 60fps cards. The 1050 Ti will be about 35% slower on average. i3-8100 is good enough for BF1 Multiplayer with a GTX 1060 6GB. There would be very, very few instances where framerate would drop below 60fps on Ultra settings. But with a 1050 Ti that would be dramatically different.

If selling the 1050 Ti with the prebuilt will help it sell for a higher price, then I would do it. Even the RX 570 is a good choice over the 1050 Ti. But like @Karadjgne was saying, some games won't benefit much if at all from a GPU upgrade while other will.
