that is pretty normal but if it does not come back up once on after a little bit.. then maybe issues..

first update your network drivers.. and then turn off the power saving stuff in the device management for the network card.

It's supposed to? Kinda like a radio stops receiving broadcasts when it's turned off, car stops using gas when off...

There's only certain things that actually will remain working when a pc is off/sleep and that's maybe a USB port available as a charger or wake timer. When a pc/laptop is sleep mode, or off, all drives are also off, cpu is either at 0 power mode or low power mode. So it's not going to maintain contact, downloading pics, files, other assorted web junk, or even emails when it not in a working condition.

it doesnt come back up unless i do something about it, which is normal? Maybe? I booted up my pc and signed in once and left for about 15 minutes to make some food, and when i came back there was still no internet. Had to go to windows diagnostics and troubleshoot, then it fixes it for me as you can see in the pictures.

Is it suppose to reconnect after a while? Or will i have to manually troubleshoot and fix it like im doing right now?

Sorry, I posted before your edit with pics went through.

No, there's an issue. The pc is supposed to disconnect at sleep/shutdown, but also supposed to automatically reconnect at wake /startup without error messages etc.

Check windows event viewer in admin tools, see what network drivers are not loading/starting as needed. You can also go to the motherboard website (or pre-built vendor) and download/install any new lan driver updates which might fix any irregularities.
