Motherboard is stuck trying to boot but wont

Gigabtye ga-ab350m-ds3h motherboard , ryzen 1700x, 16gb of Pacific sun ram(2400hz), gtx 1070. I downloaded ryzen master to see my cores and I seen that i only had 4 out of eight cores so I look online and found out I needed to up date my bios so I did computer booted and worked fine but in ryzen was telling me about that i still only had 4 cores available so I updated my bios to a older version, after my bios said that it had been successfully updated it said that it wanted to reboot so it TRIED to and stayed stuck on a blank screen for 10 min. So I powered the PC down. Now Everytime I turn on my PC it turns on and the fans start spinning at a regular rpm them goes up a little then just go back down over and over with no boot. I tried clearing cmos but that did not work ethier. PLEASE HELP

Yes I understand that I need to download a new bios, but when I plug the USB in there's is still nothing the PC turn on, I can't even get a image to display, I tried to use a ryzen 3 2200g with Vega graphics but still nothing comes up. I dont even get power to the keyboard to press the END
 
Try to clear the CMOS. The motherboard may have a clear CMOS button or jumper, otherwise remove the CMOS battery for a few minutes then replace. Then try rebooting the system.

Make sure that the flash drive is formatted FAT 32. Make sure that the extracted BIOS file is on the root directory of the flash drive (no files). Use a USB port on the I/O of the motherboard. But understand this is a last resort method to flash the BIOS.

If the BIOS cannot be updated, return or replace the motherboard.

If you can return the motherboard, you may consider returning the CPU too. I don't know if there was a CPU problem or just a reporting problem (on the core count).
