[SOLVED] Abnormally high CPU and memory usage

I'm at my wit's end. I've been through constant topics on this forum and other's, and I can't quite seem to get an answer.
Recently, I've had high CPU and memory usage for -everything.- Especially noticeable when gaming, of course, but it's even high when opening something like the task manager itself.
I've had trouble getting stable FPS on simple games that were a breeze for my PC to handle before, such as overwatch. This is not exclusive to that game, however, as even things like chrome, my radeon settings window, ETC. Are causing my CPU usage to skyrocket. I'm sitting at ~25% just by having steam open.
I should mention I recently messed with the "virtual memory" options, but have since set it back to being set by the system itself.
Sorry for the rambling, but as I said, I am absolutely at my wit's end. I'm aware of how many different problems this could be, but any suggestions at all could help.
I'm running:
AMD athlon x4 860k
2x4gb RAM
Windows 8.1
Radeon RX 580

If it were me, after taking the suggestion to check all parts for connection and clean out your case, I would download and run Malwarebytes. I've seen similar issues before with high CPU or high RAM usage only to find out that the system in question was infested with malware running background tasks. I would try that first. If that doesn't work usually in the worst case you'll have to reset bios or do a clean install of the OS or possibly both. I would start by running a full system check with Malwarebytes.

What do you see using the high CPU and memory when looking in Task Manager? Remember you can sort the columns by clicking at the top.

Likewise look at Resource Monitor - what do you see there?

Power off and unplug your PC. Open the case and ensure that all components, cables, connectors, seatings are fully and firmly in place.

Is the inside dusty and dirty? If so, clean accordingly. Check that airflows are not obstructed.
