Ram Not Running at Correct Frequency

Ok, so this is my build - https://pcpartpicker.com/list/wCLxV6

Ram- (2x8gb) Corsair Vengeance Pro RGB 3200mhz
Motherboard- MSI Gaming Pro Carbon x370 (AM4)
CPU- AMD Ryzen 5 1600

Everything works perfectly fine on the PC except my ram. It does not run at the base speed of 3200mhz and instead Corsair Link says that it is running at around 1000mhz (sometimes it drops to 900mhz) and on Corsair iCue it runs in the low 900mhz. I tried to enable XMP in the bios, but it will result in not liking it and I would have to reset the CMOS, I can also manually set it to 3200mhz, but that would also result in me needing to rest it. Does anyone know why my ram does not like to run at the correct DRAM frequency?
 
Ryzen 5 1600 is likely not capable of running at that speed.

Oh Ok. Thanks for that information. But I am still not able to get it to run at 2666mhz. It's always stuck at 1000mhz. And how would I overclock my cpu to get the ram running at 3200mhz? Is it worth it? With the MSI gaming app, my cpu is always overclocked slightly at around 3.4 to 3.7mhz as well.
