Random crashes / hangs, long startup times etc...

This build has been the most troublesome build I have ever had. I have had this for about a year now and I have come across multiple different problems with it. I will list down here the latest problems that I have had:
- System takes a long time to go past BIOS on startup and after that it loads Windows 10 for a long time.
- 1 time about a month ago my screen started having little white dots all over the place, but restarting the computer fixed that for now.
- I have so far seen at least 5 different BSODs, but I'm glad that it's been months since the latest happened.
- Sometimes when I open the computer it does not load anything and when I try to hard reset it by long pressing the power button it does not turn off, I have to manually switch my power supply off.
- Front USB ports don't work properly if I have more than 2 devices plugged in at the same time (they randomly restart or don't even work at all) and they usually give shocks when touching them.
- Overall strange behavior in multiple different areas (Presonus studio one does not start at all, GameCube adapter kept connecting and disconnecting endlessly, in Gamemaker loading assets always hangs for a couple of second in the middle of it and when running projects in full screen it kept throwing to desktop randomly). I have pretty much fixed these problems somehow already so I don't need help regarding these strange behaviors.

I have tested RAM with Memtest, but it didn't give any errors. I have tested my power supply with a multimeter, but all the volts were fine. All the temps are also great. I have also updated my BIOS and installed the latest drivers for my motherboard and graphics card.

What can I do?

Well I found the solution for the long load time before bios. I changed my CPU cord's slot in power supply to the one next to it and it now seems to work fine.
