CPU 100% in all games on windows 10

Hello guys, I am having problems during my gameplay with my cpu (i5 8500) which reaches 100% in every games. I have watched some videos how for example witcher 3 runs on this cpu and I get like 40-50 fps less for unknown reason. For more details I have GTX 1080 and 16gb of ram. If anyone could help I would be really grateful.

Hey, I play on FHD, while not playing the reach is normal about 2-5%.. I am sorry for so late reply, but for no reason the site was showing me "no answears" but now I see it's been here since 12. november
