Hello,
now the configuration of my PC is:
i7 4790k + Deepcool Maelstrom 240
Ram: G.SKILL RipjawsX DDR3 Gaming Memory, 16Gb
Motherboard: MSI Gaming 7 Z97
PSU: 750W
Graphic card: GTX 970 OC
I would like to update my graphic card to RTX 2080Ti for 4k60fps gaming.
So my questions are:
1) Will my 4790k be a bottleneck for RTX 2080Ti at 4k and 60fps?
2) Is 750W enough for this card?

Solution
On 4k your I7-4790k won't bottleneck the RTX 2080ti. At that resolution the GPU becomes the limiting factor.
What's the model of your PSU?
Yes and yes on both questions...The 4790K is still a great CPU though under a sustained onslaught of 6 and 8 core CPU's...but it will still push the 2080ti...maybe not as well as the latest 8th and 9th Gen 8600K/8700K/9700/9800K or the Ryzens in the 2700 but still good enough at the moment. Look to upgrade on your next round but okay now.

As to power supply, yes a 750w will be more than enough...

Chieftec A-90 GDP-750C

Your Chieftec A-90 GDP-750C PSU is based on the CWT platfom.
It's the same platform used for the older Corsair TX series PSUs... so it's an older design.

It's a 80+ gold rated unit so that's a plus and from the measurements online looks like a decent unit.

Total power consumption for the system in full load(no OC) should be under 400W. So your current PSU will be enough.

I'll still recommend for the future(the sooner the better) to upgrade it to something better(I'm guessing that it's 2-3 years old already).
PSU recommendations: Seasonic Focus PLUS 650W/750W, EVGA SuperNOVA G3 650W/750W, 2017 model of the Corsair TXM series.

Hey, I have the same setup!
Have a 4790k which I'm running at stock, OC to 4.7 only if a game is quite CPU intensive.

It works like a charm on my 4k TV.
I have played on my 1440p monitor fro a little bit, but I'm a graphics whore so I prefer the TV.

For some games the cpu does become a bottleneck at 1440p, but really you're still pushing over 80-100fps in those anyways.
