Hi I have managed to delete all users on my old dell latitude d200 laptop when I turn it on it doesn't go to the loin page it just has the blue screen and says Microsoft Windows xp please help me

Try doing a repair.

If that fails, you will likely need to do a clean install which will mean you are going to lose all your information on that drive.

If you do not have installation media, and a product key, then you are probably out of luck if the repair fails to work.
