Pc boots to os but not bios?

Yesterday my computer was working perfectly fine.
The problem came today, when I tried to reset the bios password by clearing the cmos. Now when I boot my pc up, the splash screen shows for a split second and then it immediately boots to windows. Ive tried clearing the cmos again but nothing changed. I really need to enter the bios for my second hdd. Any suggestions?
 


Not sure what your system configuration is but you can try the recovery method:

once in there look to see if there is a Fast Startup option that leaves no time to process key presses

It could happen that Windows 10 Fast startup might boot too fast for you to be able to access the BIOS.
If the motherboard Fast boot feature is enable you might not be able to enter the BIOS.
Try by pressing the Shift key while you click Restart and see if you are able to access the BIOS.
Could you post your system components?

So I changed the cmos jumper from the neutral/off position to these 2 black pins somewhere else on the motherboard and that seemed to fix the problem. Any idea what those pins might be? The motherboard is a lenovo CIH61C
 
Interesting, there should not be any jumper caps anywhere else on that motherboard.
There are several places you could place that jumper cap.
Did you placed it on the jumper below the PCIe slot or one of the jumpers near the 20-pin ATX power?
 


Let me get this right: you moved some jumpers around to some pins you had no idea what they did and then noticed you couldn't access BIOS, so you just now moved them back and you can now?

The rational side of me says this is a system meant to be deployed in a secure managed environment and that jumper is meant to keep unauthorized users out of BIOS (which it did). Coupled with a seal or lock on the case and a 'case-opened' switch, it would be effective.

The irrational side of me says it could have been the jumper that downloads all bank account and password data to an some unethical foreign government.

Ok. Just don't move jumpers around that you have no idea what they do!
