It describes that it is a flammable hydrocarbon solvent primarily used as lighter fluid, but it is a weak solvent that is unlikely to affect the surface of most materials, and it performs well in situations requiring a solvent that evaporates quickly with no residue (more information: https://www.bunnings.com.au/diggers-1l-shellite_p1563463). This is an Australian product so it's not common worldwide. So my question is, will this be okay to clean my cpu of thermal paste? Although i already used it a few months ago, i'm just wondering now if it's okay.

Solution
Well if you already used it and nothings is broken then you're fine.

Personally I would never have used it on a CPU, what is so hard about getting rubbing alcohol?
