4gb/8gb shown in task manager and only running in single channel

I have two sticks of 4gb ddr3 hyperx fury ram. When I run them in separate channels, it would show 8GB at 1/2 of the speed (800MHz instead of 1600MHz) I can no longer do this because my motherboard refuses to post.

In my bios, claims I have 2 sticks of 4gb ram running at 1600MHz and 1.5V. however, when I boot into windows, it only shows 4GB available in task manager and other benchmarking programs, other than CPU-Z, which shows 8GB running in single channel. I have tried different slots, reseating the ram, reseating the CPU, windows memory check. Individually, both sticks show 4GB but only at 800MHz.

GPU: Nvidia geforce 9600GT
RAM: 2*4gb hyperx fury ddr3 1600MHz
Western Digital SSD
OS: Windows 10 pro 64-bit
PSU: Corsair HX 520w
 
DDR (Double Data Rate) will be double the frequency (my older system has 800Mhz, or DDR 1600).

If you look at the Jedec Tables in CPU-Z, you'll perhaps see some XMP-xxxx columns too. I see XMP-2400 and XMP-2132, and the frequencies for each are 1200Mhz and 1066Mhz respectively. So if your frequency is 800Mhz, you're running at DDR 1600Mhz.
