I terms of cooling performance, the MA410M is likely better with the dual fans. But the heatsink itself, about the same I would think.
If you want better cooling for that much money there are plenty of options from Noctua, Phanteks, Cryorig, and bequiet.
Probably pick out a dark rock pro 4 or a Cryorig H5. Noctua NH-D15 for probably best cooling results. Closely followed by Phanteks PH-TC14PE.
