8700k issues witha gtx 1080ti, but not a gtx 1080

So I have a bit of an odd issue. I recently upgraded to a 8700k and a 1080ti from a 6700 and and 1080. For some reason, it crashed constantly when gaming, with no overclocks on either the cpu or gpu. I had to set the core clock on the 8700k at 4.6 to keep it stable. It works fine, but here is where it gets weird. I pulled the 1080ti out, and put in the 1080, and like magic, i was able to OC the 8700k to 5 ghz without breaking a sweat. I plugged in the 1080ti to my 6700 cpu and mobo, and was able to overclock it as well and it was flawless. No crashes. I thought maybe it was not getting good power, or my psu was old or something. So i replaced it with a 1000w 80+ gold psu. Still have the same issue. I can do everything perfectly fine at 4.6ghz and the base clock on the 1080ti, but its like having a Ferrari but only being able to push the throttle half way down.
I did a clean windows install.
I followed the official Aorus OC guide. (aorus z370 gaming 7 mobo)
Upgraded psu.
Have a noctua dh-d15. About 75c under full load at 5.0ghz with the 1080. about 60c at 4.6.
Only thing i haven't done is tried different ram. It's cheap hynix ram, but not sure why that would make a difference seeing how it works like a champ with the 1080.
Edit: Noting as well that it crashes with running default bios settings.

Does anyone have any thoughts? I am at a loss.

I decided to order some good quality Corsair memory off of Amazon to test because I could return it if it didn't work, and low and behold it worked perfectly after installing. Was able to get 5ghz stable with the 1080ti installed. I would never have assumed that memory could cause an issue like that, but never assume, right? Not sure why the crappy memory worked with the 1080, but not the 1080ti. Maybe someone with more knowledge could answer that, but for now, I am very happy.
