PC won't boot to BIOS unless I remove the power cable first

A few days ago my PC was on in my room and I was downloading and installing an update on steam for Squad. It was taking a while because it was 17GB worth so i decided to have a lie down while it did its thing. Fast forward an hour or so and I look over at my PC to see that both screens are black with only a small dash, like the one you would see when the bios is starting. Only thing is that it just sits there with the small dash on the monitor, there's no beep codes, no strange sounds, the system seems to start up no problem but it just doesn't seem to be able to POST at all unless I turn it off, remove the power cable, hold the power button down for a few seconds, plug the power back in and then it will work fine unless I try and change any BIOS settings then it just does the exact same thing all over again.

Any ideas what it may be? I do have another PSU but its only a 500W unit that's around 5 years old and is currently at my parents house

CPU: Intel i5-4460
MoBo: ASUS Z97-P
RAM: Corsair Vengeance Pro 2400MHZ 16GB
PSU: Corsair CX600M
GPU: MSI GTX 760
 
I can't think of any reason why anyone would use 2400MHz memory with a i5-4460 which supports DDR3-1333, DDR3-1600. With a locked multiplier, OC may be difficult with a non"k" CPU.

Although the memory would run at SPD speeds when left on [Auto], the motherboard and CPU may not be stable with the SPD DRAM timings, memory clock, DRAM voltage settings.

Since you are not using 5th-Generation Intel Core Processors, upgrading BIOS to Version 2601 may be of some benefit.

The RAM only runs at 1333MHZ, i included its advertised speed just so anyone looking at it would be able to look up the appropriate specs for it
