After further searching, it appears PCPartPicker's current prices showing on the 1080 Ti are not up to date. It seems all 1080 Ti prices are sky high right now. The only thing I can think of that may have caused that is the problems with the RTX series likely caused a lot of people to buy the 1000 series instead, which probably lead to stock dwindling and prices soaring.

Jeez, if it's not miners it's Nvidia's lack of quality control. That said, it's mostly affected 1080 Ti prices, there's still a lot of 1080s that are around $500. If you'll be gaming at 1080p, I would consider going that route, as a 1080 Ti is overkill for 1080p anyway.

This is my first time building a PC so I'm not entirely sure what I do and don't need to balance out. I've had some help from my friend who is really into computers and he said that the 1080ti was the better way to go and he didn't say anything else about the ram nor the cooler. Also, I'm in the US
