Hardware choices for new rig.

So I got three questions, the first one is about which of those graphics card should I get:

https://www.newegg.com/Product/Product.aspx?Item=N82E16814930006&Description=rx%20vega%2056&cm_re=rx_vega_56-_-14-930-006-_-Product

or

https://www.newegg.com/Product/Product.aspx?Item=N82E16814487259&Description=gtx%201070&cm_re=gtx_1070-_-14-487-259-_-Product

the second question is about the processor, it's your typical i5 5600k(edit: 8600k) vs r5 2600x question and if it was only a price and performance comparison of the two, intel would seem like a reasonable choice since it would give a bit better gaming performance and I think it wouldn't struggle in other tasks (I'm a web/mobile apps developer so I would be using the pc for development too but my main concern is gaming) but I read that the i5 8600k would require a more expensive motherboard and a cooler for overclocking and I don't even know if I will be overclocking! so there's these added expenses to think about, so with this in mind, which do you recommend ? and what motherboard and cooler would be used for the i5 8600k ?

now the third question is about the psu since the choices are kind of limited for psus in my country and I'm not yet sure if I will be able to get them from newegg like the other couple, would this:
SeaSonic S12II Bronze 620W 80 PLUS Certified PSU do the job considering the parts stated above ?

finally is there anything else to consider concerning the rest of the rig like rams, case or w/e ?

go with the nvidia 1070 gaming gpu. the seasoic 620w is a good power supply. if there focus line is there pick up the 650w if it not to much more then the 620w. with the intel cpu you want a z390 mb not a z370. if you want to upgrade latter to 9x cpu. if you can wait a bit for the build. (pick up the gpu now at a good price. then build with the newer amd zyzen cpu that will be out in 2019. with amd ryzen there still using the same mb and chipset so you be able to upgrade latter on if need to.

1. Both graphics cards are in the same performance tier:
https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html
I like the EVGA unit better, it requires some 75w less.

2. I think you meant i5-8600K(not i5-5600K)
If you will not be overclocking, you can use any B3xx motherboard.
But, with an overclockable K suffix processor, I would use a Z370/Z390 based motherboard.
You need not overclock, but you will leave some 30% performance on the table.
If your games are cpu centric like sims, mmo, strategy games, the single core performance is important.
8600K will oc near 5.0 while ryzen tops out about 4.2.

You will need a cooler since the 8600K does not come with one.
A simple 120mm tower type cooler like a scythe kotetsu would be your minimal cooler.

If you will not overclock, consider a i5-8400 and a B3xx motherboard. It comes with a cooler.

3. Seasonic S12II 620w is an older unit but still good. It can run either card.

Other considerations:

Buy a case you love.
Bust your budget if need be.
A case will last you a very long time.
My criteria for a good case:

a) It must hold your parts.
b) It must have at least two 120/140mm front intakes to supply sufficient fresh air for the cpu and gpu coolers to do their job.
c) Easily removable and washable front filter. If all the cooling air enters your case from one source and is filtered, your parts stay cleaner.

I will never again build without a ssd for the "C" drive. It makes everything you do much quicker.
120gb is minimum, it will hold the os and a handful of games.
But, many things default to the "C" drive.
When a SSD nears full, it will lose performance and endurance.
240gb is the recommended minimum.

If you can go 240gb, or 500gb you may never need a hard drive.

You can defer on the hard drive unless you need to store large files such as video's.
It is easy to add a hard drive later.

Samsung EVO is a good choice for performance and reliability.

So any z370/390 mobo would do ? because I see alot of variants with different prices, also what ram model and speed should I go for and how much of a difference does it make ? thanks.

save your money on the mobo as you said any z370/390 would do just fine unless you are looking for overclocking the i5 which could yield 5% FPS increase. Get the i5 8600k along with the GTX 1070. This combination will give you about 10% better performance than the VEGA 56. I used this FPS calculator to compare the two builds.
http://gpucheck.com/compare/amd-radeon-rx-vega-56-vs-nvidia-geforce-gtx-1070/intel-core-i5-8600k-3-60ghz-vs-intel-core-i5-8600k-3-60ghz/ultra

the 1070 is much better for 1440p gaming as well.

It seems like getting a i7 8700 would be eventually cheaper than getting the i5 8600k and the stuff to overclock it, don't you think ?

You are absolutely correct. If you can swing it, go with the EVGA 1070 and the locked 8700. That will be a great combination.

If I go with the r5 2600x, would a B450 Tomahawk be good enough to OC it and what ram would you prefer to go best with it ? (preferably a link from newegg).
