Need help. PC not posting, no signal to monitor, mobo debug error code 07.

Hey guys I need some help. I was overclocking my CPU and I set the cpu voltage too low. PC shut down and couldn't get to BIOS anymore. Now pc starts running but I only get "No Signal" to monitor. I also get LED debug error code 07 (or D7?) on the motherboard which means "Power on CPU Initialization". I've tried resetting BIOS in every way possible and booting with only the essential parts in and with only 1 RAM stick.

I've had my CPU clocked 4.5GHz at 1.28V for a long time and now I was trying to get the temps lower by lowering the voltage or clock speed and I eventually set the voltage too low. Is there anything to be done? I appreciate every bit of help I can get.

Motherboard: MSI Z77A-GD65 Gaming
CPU: Intel i7 3770K
CPU Cooler: Corsair H100i
GPU: ASUS GTX 1080
RAM: Kingston Hyper Beast (can't remember the speed)
PSU: Corsair HX1050

Yes, I had the battery out for a whole night once. I have also reset the bios multiple times by shorting the JBAT1 (clear cmos jumper) pins on the board and pressing the CLEAR CMOS button on the back of the case. I'm running out of ideas what to do.

I took the board out of the case and started booting on my wooden table with only 1 stick of ram, cpu, cpu cooler and psu installed. It only shows the error code 07 on the motherboard and no signal to monitor. If I restart the motherboard while it's on, it shows the error code 62 (or b2?). I've also changed BIOSes and bios B gives the same error. Is the mobo or cpu simply dead?
