Ok, then this would be my advice if you are not willing or able to do the advanced configurations necessary, in some cases, to get high speed memory to run AT high speed, on some Ryzen systems.
I'd start by returning that memory if possible. If not, then maybe you can sell it to recoup your costs. Then, as Meanmachine indicated, you might want to buy memory modules that ARE Samsung B-die modules, which Ryzen likes and plays nice with far better than it does other modules using different, lower quality ICs (Memory chips).
You can find a list of Samsung B-die modules at the following link, but suffice to say that pretty much any 3000mhz or faster DDR4 module with a CAS latency of 14 is probably a B-die module.

Then, if that isn't enough to get the job done, you might want to consider a higher end board with a newer chipset. B450 and X470 have much better memory compatibility with a broader range of memory modules and configurations than the older Ryzen chipsets. If you can't get the hardware you have to work the way you want, then I guess getting the hardware that's been already refined to support the same types of features you are trying to accomplish is the next and perhaps only step.
