OC 8600k frequency normal?

Im overclocking my 8600k and currently been running it for 2hrs no problems at 1.2v 4.8mhz. The temps are around 65°-75°. I see the frequency mostly hanging around 3.8-4.3mhz but it does reach 4.8 at times. Is that normal?

I went to bios and did everything this guy did to get 5.0mhz w/1.3v, but during the stress test prime95 I would have a fail test. So i dropped it down to 4.9 and same thing, fail. Currently I dropped it down to 4.8 at 1.2v and so far no fails, just the frequency thing. My cpu temp have top off at max 80, but mainly at 65-75.

Corsair Vengeance 16gb 3200mhz
1070 Evga Sc
750w Psu
Asus 120hz monitor

Its the cooler master hyper 212 evo, pairing it with a mx4 thermal.

I guess what I should have asked was.. does my clock frequency have to be 4.8 constantly during the stress test for it to be normal?
